๐Ÿ’ช CPU Battle #53 Core Ultra 9 290HX Plus vs Ryzen 9 9955HX3D ๐Ÿ’ช

โฑ๏ธ Estimated read: 5 min | |

Introduction

Two flagship mobile processors, months apart, built on opposite philosophies. Intel’s Core Ultra 9 290HX Plus is the Arrow Lake-HX refresh: more cores, higher clocks, a new binary optimization tool. AMD’s Ryzen 9 9955HX3D is the second mobile chip with 3D V-Cache: 16 Zen 5 cores with 128 MB of stacked L3. One wins raw throughput; the other wins cache-sensitive work and efficiency.

a. Specs and architecture

The 290HX Plus has 24 cores and 24 threads โ€” 8 P-cores, 16 E-cores, no Hyper-Threading. Base 2.7 GHz, boost 5.5 GHz, 40 MB L2 plus 36 MB L3 for 76 MB total. TSMC N3B, 55 W base, 160 W max turbo, DDR5-6400, Thunderbolt 4.

The 9955HX3D has 16 cores and 32 threads with SMT. Base 2.5 GHz, boost 5.4 GHz, 16 MB L2 plus 128 MB L3 โ€” 144 MB total. TSMC 4nm compute die, 6nm I/O die, 55 W default with a 55โ€“75 W range, DDR5-5600.

The gap is the story. Intel doubles physical cores but halves threads; AMD doubles threads and triples cache. Intel’s edge is parallel execution units; AMD’s is feeding fewer, faster threads from a deep cache pool.

b. Performance: benchmarks and real-world

Multi-thread. Intel wins most synthetic multi-thread tests. Cinebench R23 Multi: roughly 39,600 for Intel versus 38,160 for AMD. Cinebench R15 Multi: 6,162 versus 6,044. Notebookcheck’s CPU rating puts Intel at 94.1, AMD at 88.6 โ€” a consistent 4โ€“6% lead.

Single-thread. Intel also leads slightly. Cinebench R23 Single: 2,343 versus 2,160. Geekbench 6 single-core: 3,214 versus 3,149, about 2%. The 5.5 GHz boost gives Intel a small latency edge.

Gaming. AMD’s 3D V-Cache is the headline. AMD’s own numbers show the 9955HX3D beating the older 285HX by 5% in Black Myth: Wukong and 44% in Watch Dogs: Legion. Against the newer 290HX Plus, Intel claims up to 8% over the 285HX, partly via the Binary Optimization Tool. Notebookcheck found the 290HX Plus edging out the 9955HX3D by a few points in their charts. In practice they trade frames: AMD wins cache-sensitive titles, Intel benefits from binary optimization in supported games.

Application workloads. Lighter tasks narrow or reverse the gap. Notebookcheck’s LibreOffice PDF export: 46.6 s Intel versus 39.5 s AMD โ€” 18% for AMD. R Benchmark 2.5: 0.391 s versus 0.389 s, effectively tied. In heavily threaded content creation like Blender, Intel’s extra cores translate directly.

Power. This is Intel’s weakness. Prime95 on a 290HX Plus laptop hit 276 W package power in Notebookcheck’s testing; a comparable 9955HX3D chassis drew around 93 W. The same reviewer noted Intel may be twice as fast as efficiency-focused chips but draws two to three times the power. AMD’s 4nm design and V-Cache keep it far more efficient under load.

c. Power, thermals, efficiency

Both default to 55 W, but real draw diverges sharply. Intel’s 160 W turbo ceiling becomes 276 W in aggressive workloads; AMD caps at 75 W and delivers comparable gaming at a fraction of the power.

That shapes laptop design. Intel needs beefier cooling, bigger VRMs, and louder fans โ€” thicker chassis, shorter battery life under load. AMD allows thinner, quieter machines and better sustained performance in constrained chassis.

For a desktop-replacement plugged into the wall, Intel’s draw matters less. For anything portable, AMD’s efficiency is a real advantage.

d. Platform and features

Intel brings Thunderbolt 4 (5 via discrete controllers), Wi-Fi 7, and the Intel Binary Optimization Tool โ€” a software layer that optimizes x86 binaries for Arrow Lake, potentially helping games compiled for other CPUs or consoles. It is novel, but impact varies by title and needs game support.

AMD supports PCIe 5.0 with 28 lanes, DDR5-5600, USB 3.2 Gen 2, AVX-512, and is unlocked for overclocking with EXPO and Precision Boost Overdrive. The 3D V-Cache needs no software โ€” it benefits anything touching the cache, automatically.

Both support up to 96 GB DDR5 SO-DIMM. Both have integrated graphics sufficient for display output, not gaming.

e. Price and availability

The 290HX Plus appears only in laptops. HP’s HyperX Omen 15 starts at $1,999 (AMD variant with 8940HX at $1,699). Razer Blade 18 with the 290HX Plus is โ‚ฌ4,099.99, with the 275HX at โ‚ฌ400 less.

The 9955HX3D appears in high-end gaming laptops like the Schenker XMG Neo 16 A25 and MSI Raider A16. Aoostar offers a Mini-ITX bundle at $695 with the CPU pre-installed and a 135 W vapor chamber.

There is no chip-level price comparison โ€” these are OEM-only mobile parts. Laptop pricing suggests Intel charges more for equivalent configurations, though chassis and GPU differences make it hard to isolate.

f. Verdict

The Core Ultra 9 290HX Plus leads multi-thread and single-thread benchmarks, brings the newest connectivity, and adds the Binary Optimization Tool. It also draws enormous power, runs hot, and demands heavy cooling.

The Ryzen 9 9955HX3D is the gaming and efficiency specialist. Its 128 MB of 3D V-Cache wins cache-sensitive titles, and its 4nm Zen 5 cores deliver comparable gaming at a fraction of the power. It runs cooler, enables thinner laptops, and handles productivity well โ€” though it trails Intel in raw multi-thread.

Short version:

  • Choose the Core Ultra 9 290HX Plus if raw multi-threaded performance, Thunderbolt 5, and Wi-Fi 7 matter most, and you are buying a desktop-replacement where power and thermals are less of a concern.
  • Choose the Ryzen 9 9955HX3D if gaming is primary, you want a thinner, quieter laptop with better battery life under load, and you value efficiency and cache-driven performance over core count.
